Title: Compliance Manager 

Location: Philadelphia, PA or Remote

Reports To: Compliance Officer

Role Overview:

The Compliance Manager will be responsible for day-to-day oversight of the company’s compliance program and for auditing the company’s compliance with federal, state and local regulations in every market in which we operate; ensure compliance with regulations, policies, and procedures; create process maps and supporting standard operating procedures (S.O.P.s); lead health and safety compliance; and lead employee training at our cultivation sites and dispensaries.


  • Oversee and help improve the company’s comprehensive compliance program, ensuring that every level of the operation acts within the state and municipal regulations and assists in creating a culture of adherence to the highest level of compliance.

  • Gain thorough understanding of Medical Marijuana Regulations in all jurisdictions with Holistic facilities.

  • Research and stay abreast of compliance updates and best practices, including active participating in professional cannabis compliance networks.

  • Monitor and maintain compliance in all cultivation and dispensary operations.

  • Collaborate with internal resources to develop Quality Assurance Standards for critical processes; assist department managers to ensure quality objectives are achieved; help revise company policies and procedures as needed.

  • As directed, create process maps and standard operating procedures for critical regulatory processes.

  • Audit processes, practices, and documents to identify weaknesses and potential improvements.

  • Ensure workplace health and safety policies and procedures are followed.

  • Conduct environmental assessments of dispensary and cultivation operations, and mitigate any risks that could lead to violations, fines and/or loss of license.

  • Assist in investigations, when appropriate.

  • Develop and maintain relationships with regulatory and compliance agencies, when appropriate.

  • Supported by the Compliance Officer, draft and implement corrective action measures in relation to compliance and QA/QC findings

  • Promote the development of a company-wide understanding of the key elements related to quality assurance and regulatory compliance.

  • Monitor and report compliance issues to the Compliance Officer.

  • Monitor regulatory changes and make recommendations to operational functions to adhere to those changes.

  • With direction from the Compliance Officer, develop and implement an annual employee training program for new and current employees.

  • Work with the Compliance Officer in addressing compliance issues that occur.

  • Complete all required training's and certifications for the position.

  • Undertake frequent travel to Holistic facilities.

  • Proficient in MS Office products.

  • At least 21 years of age and able to pass federal and state background checks

  • General knowledge of workplace health and safety requirements.

  • Meticulous attention to detail is required.

  • Proficient in spreadsheet and data management software, strong Excel skills

  • Proficient in state mandated cannabis software programs (Metrc, BioTrack, MMJ)

  • Reliable transportation for travel to regional facilities

Essential Physical and Mental Functions

  • Constant use of both hands and arms in reaching/handling/grasping/fingering while using phone, notepad, writing reports, and other administrative tasks.

  • Constant use of eyes (correctable vision to normal level required) to observe, read, interact with public and co-workers, view security monitors; includes hand/eye coordination.

  • Read, understand and clearly speak English; constantly use speech and hearing (correctable to normal level required) in communicating with public/co-workers, giving and receiving instructions, using phones.

  • Work in office environment with artificial lighting.

  • Frequent travel by car, train, and airplane.

  • Able to work in warehouse environment with exposure to marijuana plants and grow chemicals.

  • Constant mental alertness and attention to detail required while setting priorities and following up on assignments.

  • Must possess effective written and oral communication and interpersonal skills with ability to deal with all levels of personnel and the general public in a professional and effective manner; must be able to use initiative and independent judgment within established guidelines.

  • Must be able to frequently prepare written reports and logs in neat, legible handwriting.

  • Extensive time using a computer screen and keyboard.

  • Must be able to read and understand all operating procedures and instructions.

Required Experience and/or Education

  • Minimum of a bachelor’s degree or two years of experience in the cannabis industry.

  • Degree, or professional experience, with a focus in law and/or compliance and risk management,

  • Experience in staff training and development.

Preferred Experience

  • Experience in cannabis compliance, pharmaceutical manufacturing, quality control, quality assurance, or related compliance experience with at least 2+ years aggregate experience leading quality assurance programs and or performing audits for tightly regulated industries.

  • Experience in modifying processes and practices to ensure compliance in accordance with federal and state law.

  • Experience in federal or state-controlled substance regulatory compliance management

  • Experience in writing and training team members on implementation of SOPs.

  • Experience in OSHA compliance.
